President and CEO, Mulberry Street Management Services, Inc. dba Coordinating Council for Independent Living (CCIL) and West Virginia’s Choice, Inc (Choice Care at Home).
Sharon Hayes assumed the position of President and CEO in 2013 upon the passing of Dennis Parrucci, CCIL founder and long-term leader for the company. Ms. Hayes leads and executes the companies' short- and long-term strategy while maintaining oversight and collaborative partnerships with staff and outside advisors to implement the organization's direction, including the transition to 100% employee-owned in 2019. As Board President, Ms. Hayes serves on the ESOP’s (Employee Stock Ownership Plan) Board of Directors.
Before 2013, Ms. Hayes had provided legal services, advice, and counsel for CCIL. She was engaged in the private practice of law for 30 years. Her legal experience includes criminal defense and civil litigation in state and federal courts and mediation services. Before her legal career, Ms. Hayes was a counselor at the WVU Counseling Service and was WVU’s initial Coordinator of Disabled Student Services.

Chief Operating Officer and Vice President and Secretary-Senior Select Services Division. David Wilson joined CCIL as a Case Manager for the Aged and Disabled Waiver Program in 1995. Thereafter, he advanced throughout the company, becoming Assistant Supervisor and Supervisor of the Huntington office, leading the Aged and Disabled Waiver and Personal Care Programs, supervising the company's 4 southern offices, and eventually leading WVC and OHC before becoming Operations Manager and subsequently Director of the SSSD in 2014.
Mr. Wilson currently leads CCIL's (Choice Care at Home) largest division, establishing rapport with clients, staff, and state program administrators through his long-standing institutional knowledge of respective programs and CCIL's operating history. Additionally, Mr. Wilson has been in charge of establishing the company's posture for potential expansion into Ohio's Medicaid Passport Program and has a Bachelor’s Degree in Social Work. Before joining CCIL, Mr. Wilson was a Child Protective Services worker for the WV DHHR.

Mary has a BS in accounting and has been a CPA for 40 years; 16 years of experience in the industry, 20 years of experience in the recreation industry, and 5+ years of experience with a local CPA and private practice. She obtains regular continuing professional education. Mary Plevich joined CCIL (Choice Care at Home) as its CFO in 2007. Ms. Plevich works with Medicaid, VA, UMWA, and private reimbursement; oversees payroll and benefits; leads the preparation of financial statements; monitors fiscal results of regulatory and programmatic changes; and provides fiscal and operational support for the Company's short- and long-term strategy. Additionally, Ms. Plevich has been integral to implementing the ESOP and tracking employee participation.
Before joining CCIL, Ms. Plevich was a large country club's Controller/Interim Administrator. Her prior experience includes leading the accounting department of Recreational Industries, Inc. and private practice as a CPA, where she worked with various industries, assisting in both assurance and tax functions. Ms. Plevich has extensive experience with computer programs and application software utilized in financial and operational capacities.

Corey Rosen, Ph.D., is the co-founder and senior staff member of the NCEO. He co-authored, along with John Case and Martin Staubus, Equity: Why Employee Ownership Is Good for Business (Harvard Business School Press, May 2005) and, with John Case, Ownership: Reinventing Companies, Capitalism, and Who Owns What (Berrett-Kohler, 2022). He has written, edited, or contributed to dozens of books, articles, and research papers on employee ownership. He is generally regarded as the leading expert on employee ownership in the world. Rosen received his Ph.D. in political science from Cornell University in 1973, after which he taught politics at Ripon College in Wisconsin before being named an American Political Science Association Congressional Fellow in 1975. He worked on Capitol Hill for the next five years, where he helped initiate and draft legislation on ESOPs and employee ownership. In 1981, he formed the NCEO. He serves on seven ESOP company boards.

With work experience in both the private and public business sectors, Parsons spent three years in the chemical industry, 10 years in higher education teaching business management, and 20 years in hospital administration. Her initial interest in governance came from serving on a regional healthcare organization that offers a full spectrum of healthcare from long-term care, assisted living, independent living, memory care, and home care services. She served 18 years on the Monongalia County Board of Education, 10 years on the board of the WV School Boards Association, and is currently Chair of the Morgantown Utility Board, a public water utility.
Barbara offers consulting and advice to a variety of mostly public boards and organizations regarding governance, strategic planning, conflict resolution, and board operations.
Parsons has an MS degree in Industrial and Labor Relations and a Doctorate in Education from West Virginia University. She is a partner with her daughters in Empire 2000. LLC, a property management and rental company.
